Parliamentary Procedure Competition

Competition Overview

What it is: Simulation of formal democratic meetings using Robert's Rules. Skills developed: Leadership, democratic processes, organization. Format: Teams of 6-8 members with choreographed and impromptu components. Focus: Proper meeting management and parliamentary procedure.

Team Composition and Roles

Team Size: 6-8 members (all must participate) Required Officer Roles:

President/Chair

  • Calls meeting to order

  • Maintains order and decorum

  • Recognizes speakers

  • Rules on points of order

  • Ensures proper procedure

Vice President

  • Assists president

  • Assumes chair if president absent

  • May chair during president's remarks

  • Supports meeting flow

Secretary

  • Records meeting minutes

  • Reads previous minutes

  • Maintains meeting records

  • Handles correspondence

Treasurer

  • Presents financial reports

  • Handles budget matters

  • Manages financial business

  • Reports on expenditures

Parliamentarian

  • Advises on rules and procedures

  • Assists with complex motions

  • Ensures proper protocol

  • May not vote on motions

Members (1-3 people)

  • Make motions and amendments

  • Participate in discussions

  • Vote on all matters

  • Follow proper recognition procedures

Competition Components

Part 1: Choreographed Demonstration (60 points, 12 minutes) Required Meeting Elements:

  1. Call to Order and Opening (1 minute)
     

    • Proper opening ceremonies

    • Establish quorum

    • Adoption of agenda

  2. Reading and Approval of Minutes (1 minute)
     

    • Secretary reads previous minutes

    • Motion to approve with any corrections

  3. Officer Reports (2 minutes)
     

    • Brief reports from each officer

    • Questions/comments allowed

  4. Old Business (3 minutes)
     

    • Previously tabled items

    • Follow-up on previous decisions

    • Must include at least one complex motion

  5. New Business (4 minutes)
     

    • New motions and proposals

    • Must demonstrate required motions (see below)

    • Show proper debate procedures

  6. Adjournment (1 minute)
     

    • Proper closing procedures

    • Announcement of next meeting

Required Motions to Demonstrate:

  • Main motion (with debate)

  • Amendment to main motion

  • Point of order (with chair's ruling)

  • Appeal from decision of chair

  • Previous question (to close debate)

  • Motion to table

  • Motion to take from table

Part 2: Problem-Solving Scenario (40 points, 8 minutes) Scenario Examples:

  • Handling a disruptive member

  • Complex amendment situation

  • Election procedure dispute

  • Budget approval with multiple amendments

  • Conflict of interest situation

  • Parliamentary inquiry resolution

Rules and Procedures

Competition Rules:

  • All team members must have speaking roles

  • No scripts or notes allowed during competition

  • Professional business attire required

  • Teams may not communicate with coaches during competition

Demonstration Requirements:

  • Natural, realistic meeting simulation

  • All motions must be properly seconded

  • Voting must be conducted properly

  • Points of order must be handled correctly

  • Time limits strictly enforced

Problem-Solving Requirements:

  • Scenario provided 2 minutes before 8-minute response

  • Team must work together to resolve situation

  • Must explain parliamentary reasoning

  • Solution must follow Robert's Rules
